The State of Missouri has adopted the federal Hazardous Materials Regulations (HMR) as follows: "It is unlawful for any person to operate any bus, truck, truck-tractor and trailer combination, or other commercial motor vehicle and trailer upon any highway of this state, whether intrastate transportation or interstate transportation, unless such transportation is conducted in accordance with the Hazardous Materials Regulations established by the United States Department of Transportation pursuant to Title 49, Code of Federal Regulations, as such regulations have been and may periodically be amended."
The Missouri State Highway Patrol (MSHP) and Motor Carrier Services of the Missouri Department of Transportation (DOT) enforce the hazardous materials regulations within the state. The Missouri DOT, Motor Carrier Services, also enforces regulations regarding the transportation of hazardous waste.
The Department of Natural Resources (DNR) is the lead agency in developing and administering the hazardous waste management program within Missouri.
