Because of its cargo capacity, bulk amounts of hazardous materials are transported across the country by rail every day. With large volumes of hazardous materials crossing the country the Department of Transportation (DOT) has taken steps to increase the safety for the public. These steps provide guidance when loading, unloading, and transporting hazardous materials by rail.
Scope
Anyone transporting hazardous materials by rail must follow the applicable sections of the Hazardous Materials Regulations (HMR).

Key definitions
- Freight container: A reusable container having a volume of 64 cubic feet or more, designed and constructed to permit being lifted with its contents intact and intended primarily for containment of packages (in unit form) during transportation.
- Rail car: A car designed to carry freight or non-passenger personnel by rail, and includes a box car, flat car, gondola car, hopper car, tank car, and occupied caboose.
- Tank car: A car designed to carry liquids or gasses in bulk by rail.
Summary of requirements
- Unless specifically excepted, each rail carrier, including any connecting carrier, and anyone involved in the loading or unloading process must comply with the applicable loading and unloading requirements contained in Part 174.
- Certain classes of hazardous materials have specific loading/unloading procedures.
- Tank car unloading must be performed by trained individuals.
- Placarded railcars may only be place in certain positions in the train.
- The Segregation Table must be used whenever labeled or placarded materials from more than one hazard class or division are to be loaded, stored, or transported.
