Hawaii incorporates by reference the July 1, 2017, edition of the federal OSHA general industry requirements for process safety management (PSM); therefore, the state requirements are identical to the federal requirements, except for some revised definitions found in HAR 12-60-50.
Any new federal OSHA final rule that impacts the general industry PSM requirements and that took or takes effect after July 1, 2017, will not be effective until the state takes action. For example, currently, the following federal OSHA final rule is not effective in Hawaii — Process Safety Management of Highly Hazardous Chemicals and Slings, dated April 15, 2019.
