Intrastate
Private carriers (not for hire) domiciled in Kansas and operating commercial motor vehicles (CMVs) with a gross vehicle weight (GVW), gross vehicle weight rating (GVWR), gross combined weight (GCW), or gross combined weight rating (GCWR) of 26,001 pounds or more must obtain an authority permit from the Kansas Corporation Commission (KCC) before operating commercial vehicles in intrastate commerce.
Private carriers domiciled in Kansas and operating CMVs with a GVW, GVWR, GCW, or GCWR of 10,001 pounds to 26,000 pounds are exempt from KCC authority.
Private carriers operating within a radius of 25 miles beyond the corporate limits of its city or village of domicile, or who operates between cities and villages in Kansas and cities and villages in another state which are within territory designated as a commercial zone by the relevant federal authority, are exempt from KCC authority.
Carriers with motor vehicles carrying tools, property, or material belonging to the owner of the vehicle and used in repair, building, or construction work, not having been sold or being transported for the purpose of a sale, are exempt from KCC authority.
An application and filing fee for a private permit is $100 (one time fee) plus a per vehicle fee of $10 for each power unit is required. Carriers must attend a KCC Safety Seminar.
The permit (cab card) is assigned, and is vehicle specific. Cab cards are renewable annually by December 31.
Insurance: All carriers operating in Kansas as Intrastate Common carriers or Private carriers must file with the Commission a Form E (Uniform Motor Carrier Bodily Injury and Property Damage Liability Certificate of Insurance) insurance filing in the amount of $100,000/300,000 PL and $50,000 PD.
Interstate and intrastate
Interstate private carriers operating CMVs with a GWV, GVWR, GCW, or GCWR of 10,001 pounds or more intrastate in Kansas require intrastate KCC authority and registration with the Unified Carrier Registration (UCR).

Kansas is a participating member of the Unified Carrier Registration Agreement (UCRA). Online registration and fee payment is recommended and available to all carriers at the national UCRA website at https://www.ucr.gov/.
