A Registration Program is in place for those who offer for transport or transport certain hazardous materials.
Scope
Anyone offering certain hazardous materials in specified amounts for shipment must register with PHMSA as required by the Hazardous Materials Regulations (HMR).

Key definitions
- Bulk packaging: Other than vessels or barges, and including transport vehicles or freight containers, are packagings in which hazardous materials are loaded with no intermediate form of containment and which have:
- A maximum capacity greater than 119 gallons (450 L) as a receptacle for a liquid;
- A maximum net mass greater than 882 pounds (400 kg) and a maximum capacity greater than 119 gallons (450 L), as a receptacle for a solid; or
- A water capacity greater than 1,000 pounds (454 kg), as a receptacle for a gas.
- Shipment: Is the offering or loading of hazardous material at one loading facility using one transport vehicle, or the transport of that transport vehicle.
Summary of requirements
In order to register applicants must fill out a DOT Form F 5800.2.
Applicants can register for one to three years.
The form and fee must be submitted to PHMSA by June 30 of each year or in time to receive a current Certificate of Registration before offering or transporting the materials, whichever is later.
There are exceptions to the Registration Program.
