A motor carrier that successfully completes the new entrant process will receive permanent registration. If there are outstanding issues, the motor carrier may have to take additional steps prior to receiving permanent registration.
Scope
These requirements apply to new U.S. and Canadian interstate motor carriers that have completed the 18-month safety monitoring period.

Key definitions
- Commercial motor vehicle (CMV): A self-propelled or towed motor vehicle used on a highway, in interstate commerce, that meets any one of the following criteria:
- Has a gross vehicle weight rating (GVWR) or gross combination weight rating (GCWR), or gross vehicle weight (GVW) or gross combination weight (GCW), of 10,001 pounds or more, whichever is greater; or
- Is designed or used to transport more than 8 passengers (including the driver) for compensation; or
- Is designed or used to transport more than 15 passengers (including the driver), and not used to transport passengers for compensation; or
- Is transporting hazardous materials of a type or quantity which requires placarding.
- Compliance review: An on-site examination of motor carrier operations to determine whether a motor carrier meets the safety fitness standard.
- New entrant: A motor carrier (not domiciled in Mexico) that applies for a USDOT identification number in order to initiate operations in interstate commerce.
- Safety audit: An examination of a motor carrier’s operations to:
- Provide educational and technical assistance on safety and the operational requirements of the Federal Motor Carrier Safety Regulations (FMCSRs) and applicable Hazardous Materials Regulations (HMRs); and
- Gather critical safety data needed to make an assessment of the carrier’s safety performance and basic safety management controls.
Summary of requirements
The Federal Motor Carrier Safety Administration (FMCSA) will remove a carrier’s new entrant designation and notify the new entrant that its registration has become permanent if a safety audit has been performed within the 18-month period and the new entrant is not:
- Currently subject to an order placing its operation out of service; or
- Under a notice ordering it to take specified actions to remedy its safety management controls.
From this point forward, FMCSA will evaluate the motor carrier on the same basis as any other carrier.
If, after the 18-month period, the motor carrier has outstanding issues, it will receive one of the following designations:

| Unfit | If a new entrant is determined to be “unfit” after a compliance review, its new entrant registration will be revoked. |
| Correction Order | A new entrant that has reached the conclusion of the 18-month period, but is under order to correct its safety management practices will have its new entrant registration removed following FMCSA’s determination that specified actions have been taken to remedy its safety management practices. The motor carrier will be notified (in writing) that its new entrant designation is removed and that its registration has become permanent. |
| Lack of Safety Audit or Compliance Review | If a safety audit or compliance review has not been performed by the end of the 18-month period through no fault of the motor carrier, the motor carrier will be permitted to operate as a new entrant until a safety audit or compliance review is performed and a final determination is made regarding the adequacy of its safety management controls. Based on the results of the safety audit or compliance review the FMCSA will either:
