Packing Groups are indicated in Column 5 of the Hazardous Materials Table (HMT), and often more than one packing group will be indicated for a given material.
Scope
It is the shipper’s/offeror’s responsibility to determine which packing group applies to the material being shipped.

Summary of requirements
In addition to the hazard class of a material, the degree of hazard is also indicated by the assignment of packing groups:
- Packing Group I — Great Danger
- Packing Group II — Medium Danger
- Packing Group III — Minor Danger
There are no packing groups assigned to Class 1, Class 2, Class 7, and some Division 4.1, Division 5.1, Division 5.2, Division 6.2, Class 8, and most Class 9 materials.
The criteria for packing group assignments are found in Part 173 as indicated below:
