Operators of public passenger vehicles carrying 16 or more persons are required to be registered in Nova Scotia.
All carriers who wish to provide service as a commercial van operator must also apply for a commercial van license. A commercial van as a public passenger vehicle has a seating capacity of eight passengers or less, excluding the driver, and that provides a daily, weekly, or other regular service, or a charter or tour service that enters or departs any municipality.
Carriers must apply for registration using forms provided by the Nova Scotia Utility and Review Board (NSURC).
Carriers pay an annual plating fee of $515.30 per vehicle for a Motor Carrier License. An additional $257.65 is required for each extra-provincial plate. If the applicant is applying for an extra-provincial plate only, the fee is $515.30 per plate.

Canadian-based carriers are required to have a safety fitness certificate issued from the base province plus liability insurance to operate in Nova Scotia. Either the original or a photocopy of the safety certificate must be carried in the cab of the freight truck, and produced when requested by enforcement.

The operating authority requirements for freight trucks engaged in transportation of goods were eliminated. U.S.-based carriers may be required to show their U.S. federal operating authority and their U.S. DOT number when requested by enforcement.
Each motor coach operator is required to have a motor vehicle liability insurance policy issued by a company authorized to do so in the province and in a form approved by the Superintendent of Insurance. It must provide third party coverage in respect of liability for loss or damage resulting from bodily injury to, or the death of, persons other than passengers, and for damage to property of others in the limit of at least $1 million (exclusive of interest and costs) under an inclusive coverage for each public passenger vehicle used.
Insurance coverage is also required for the protection of passengers and property carried by a public passenger vehicle. The policy must be issued by an insurance company authorized in the province, plus be in a form approved by the Superintendent.
