Wisconsin incorporates by reference the federal regulations for New Source Review (NSR) Permitting; however, the state adds further requirements.
A summary of the additional requirements includes the following:
- A net emission increase or the potential of a source to emit any of the following pollutants, a rate of emissions that would equal or exceed any of the following:
- Carbon monoxide —100 tons per year (tons per year).
- Nitrogen oxides — 40 tons per year.
- Sulfur dioxide — 40 tons per year.
- Particulate matter — 25 tons per year.
- PM10 — 15 tons per year.
- PM2.5 — 10 tons per year; 40 tons per year for nitrogen oxides; and 40 tons per year for sulfur dioxide.
- Ozone — 40 tons per year of VOC or 40 tons per year of nitrogen oxides.
- Lead — 0.60 tons per year.
- PM2.5 emission increases may be offset by decreases in nitrogen oxides or sulfur dioxide emissions, that are otherwise creditable, at a ratio of 40 tons per year of sulfur dioxide for each ton of direct PM2.5 emissions and 200 tons per year of nitrogen oxides for each ton of direct PM2.5 emissions.
