OSHA’s compressed gas standard incorporates, by reference, Compressed Gas Association (CGA) Pamphlet P-1, which specifically states:

“Compressed gases shall be handled and used only by properly trained persons.”

Under 1910.6, OSHA defines “incorporation by reference” as having the same force and effect as other standards in Part 1910.
