The edge of an open loading dock is an unprotected side or edge under 1910.28(b)(1). Fall protection is required if the loading dock edge is 4 feet (1.2 m) or more above a lower level. OSHA says that it must be protected via a guardrail system, safety net system, or personal fall protection per 1910.28(b)(1)(i). If the 4 foot threshold is not met, then no fall protection is required.
