No. The hazmat regulations do not even require the use of any Emergency Response Guidebook (ERG). The ERG is one of several ways that may be used to satisfy the emergency response information requirements found in 172.602. However, PHMSA has clarified that the most up-to date emergency response information should be used to satisfy 172.602. If an ERG is used, make sure it contains the most up-to-date emergency response information for the material(s) being transported.
