Yes. The indefinite period of “storage” is within the meaning of “Incident to Transportation.” Furthermore, in a final rule issued by OSHA on July 19, 1994, employers are required to maintain package marking, labeling, and transport vehicle placarding prescribed under the HMR until the hazardous materials are removed.
