No, the letters “USA” may only be applied to a packaging which is manufactured in the United States (see 49 CFR 178.503(a)(7)). However, a packaging may be assembled outside of the U.S. if the certification marks are not applied until it reaches the company within the U.S. that will certify the packaging and mark it “USA.”
