Transportation of Hazardous Materials
Oklahoma is one of four states participating in the Uniform State Hazardous Materials Registration and Permitting Program. Under this program, uniform procedures and application forms for registration and permitting of hazardous materials transportation are used by West Virginia, Michigan, Nevada, and Oklahoma.
Transporters of only hazardous materials do not need a special permit to transport within Oklahoma; however, a permit may be required to operate within or transport through one of the other states participating in the Uniform Program. Transporters must contact other states that do not participate in the Uniform Program to determine transportation requirements for those states.
If a transporter is planning to transport hazardous material in interstate or intrastate commerce throughout or within states participating in the Uniform Program, and if the hazardous material is of a type and/or in an amount that requires placarding, the transporter must obtain a permit from the Uniform Program.

Transportation of Hazardous Waste
Transporters who transport hazardous waste of a type and/or amount that requires a Uniform Hazardous Waste Manifest, and plan to transport the hazardous waste in interstate or intrastate commerce, must obtain a permit from the Uniform Program.
After receiving an initial permit and registration, the registration must be renewed annually. Transporters will undergo a Permit Review every three years while renewing registration.
Other requirements for transporters include obtaining an active United States Department of Transportation (DOT) number, obtaining and maintaining an intrastate license (for transporters operating within intrastate commerce within Oklahoma), following all state and federal laws and regulations, filing an annual registration statement with the United States DOT, and obtaining a valid United States EPA identification number.
