Transportation of Hazardous Materials
No permit is required for the transportation of hazardous materials within the state.
Transportation of Hazardous Waste
All motor carriers who transport hazardous waste, used oil, or infectious waste on the roads and highways of Missouri must obtain a Hazardous Waste Transporter License through the Missouri DOT, Motor Carrier Services. A Hazardous Waste Transporter License can be requested by filling out a HW-1 form located on the Missouri DOT website, or online through the Missouri DOT Carrier Express.
To receive and maintain a Hazardous Waste Transporter License, proof of insurance to the limits of liability is required. The license is valid for one year from the date of issuance, and to ensure a timely renewal, a renewal form should be filed at least 60 days prior to the expiration date. The license does require a fee, which will be calculated based upon the estimated or calculated miles and shipments entered into the Fee Tab.

Any shipper that ships high-level radioactive waste, transuranic radioactive waste, highway route-controlled quantity shipments, spent nuclear fuel, or low-level radioactive waste throughout or within the state may be subject to additional fees and oversight by the Missouri DNR.
