Transportation of Hazardous Materials
No permit is required to transport hazardous materials within the state.
Transportation of Hazardous Waste
A transporter that engages in the transportation of hazardous waste must apply for a transporter license to cover all locations of the business; all conveyances owned, leases, or otherwise controlled by the business and used for the transportation of hazardous waste which is located and/or used within Maine; and all operators such conveyances employed by the business which operates within Maine.
Any person who transports hazardous waste — in any quantity — within Maine is considered a transporter. The term includes, without limitation, individuals who own, lease, or otherwise control conveyances and businesses, regardless of the size and form of the business organization, which engage in the transportation of hazardous waste.

Transportation of Oil
Any person who transports or handles over 1,000 gallons of waste oil per calendar month for the purpose of resale is a waste oil dealer and must obtain a waste oil transporter license.

Any person who transports by rail or highway more than 25 barrels of oil (petroleum products) into Maine at any one time must register annually with the Commissioner of Environmental Protection and pay per barrel to the department for deposit in two state oil clean up funds. The fees vary, depending on the type of product, and must be paid monthly on the basis of records certified to the department.
