Idaho Code 49-2203 requires each motor vehicle that transports hazardous materials in a quantity that requires placarding — as well as vehicles transporting hazardous waste that must be manifested — to obtain an annual registration endorsement to operate within Idaho. The annual cost of the Hazardous Materials Endorsement is $15 per vehicle.

Transportation of Hazardous Waste
Idaho Code 49-2202 requires a single trip or annual permit to transport hazardous waste that meets any of the following qualifiers:
- Is waste shipped in an amount that requires placards,
- Is waste shipped on an Environmental Protection Agency (EPA) Hazardous Waste Manifest, or
- Is waste containing polychlorinated biphenyls (PCB).
The permit must be available for examination and displayed in accordance with the rules adopted by the state. The fee for a single trip permit is $20, and the fee for an annual permit is $250.
