OSHA subparagraph 1910.1200(f)(6) is considered the in-house workplace labeling provision for hazard communication. Applying a hazard communication label in accordance with 1910.1200(f)(6) to the outside of a shrink-wrapped pallet of hazardous chemical product while in storage (e.g., warehouse) is acceptable under the Hazard Communication standard. However, once the pallet is unwrapped in the warehouse, each individual box containing inner containers of chemical products must have an affixed hazard-communication-compliant label in accordance with paragraph (f)(6). While the question dealt with in-house storage only, note that 1910.1200(f)(1) would require the warehouse to ensure that each container of hazardous chemicals (in this example the inner containers) leaving the workplace is labeled, tagged, or marked in accordance with paragraphs (f)(1)(i)-(vi) for shipped containers.
