No. An owner-operator who does not hire or supervise other drivers is not in a supervisory position. Reasonable suspicion tests and training do not apply. Basically, you cannot observe and tell yourself to go for a test.
Owner-operators who are leased to another motor carrier become part of its DOT testing program.
