OSHA, in the HazCom standard at 1910.1200(g), requires that safety data sheets (SDSs) be in the GHS-compliant, 16-section format. The chemical manufacturer or importer is responsible for supplying a compliant SDS for each hazardous chemical that they import or produce. Under Appendix D to 1910.100—Safety Data Sheets, OSHA tells us that Section 1. Identification must include the product identifier as used on the label or other means of identification.
Section 14. Transport information must include the UN number and the UN proper shipping name.
While OSHA cannot enforce Sections 12 through 15 of the SDS (because they're under the jurisdiction of other agencies), the SDS must contain those sections.
