Massachusetts has adopted federal OSHA standards and incorporates them by reference. The Massachusetts state plan covers state and local government workers; federal government workers and private sector employees are covered by federal OSHA. State labor and industry law does stipulate that “Every factory, workshop, manufacturing, mechanical and mercantile establishment, railroad freight house, railway express terminal, public garages and premises used by express, trucking and transportation companies and any other building in which a person is employed…shall be well lighted,” although the law doesn’t supply a definition for “well lighted.” Otherwise, the state does not have additional illumination requirements for general industry.
