Yes. If a trailer is part of a combination of vehicles that is regulated as a commercial motor vehicle (CMV) (as defined in 390.5 or under the state’s rules), then the rules for daily and annual inspections apply to the trailer. The definition of “trailer” includes all types of trailers and semi-trailers, no matter the weight, number of axles, or whether it’s used for cargo or equipment. The inspection and maintenance rules in Part 396 apply to all trailers. Note, however, that certain small trailers are exempt from needing brakes. (393.42)
