The Interstate Commerce Commission Termination Act of 1995 (ICCTA) ended the long history of Interstate Commerce Commission (ICC) regulatory oversight of economic matters for the motor carrier industry. However, the ICCTA did not eliminate the regulations the ICC enforced; it moved them to the Department of Transportation (DOT).
Scope
Motor carriers must comply with ICC regulations, which are administered by the Surface Transportation Board and the Federal Motor Carrier Safety Administration (FMCSA).

Summary of requirements
Because the ICCTA ordered that all regulations, licenses, privileges, etc. issued or granted by the ICC (and not eliminated under the ICCTA) would continue in effect until modified, terminated, or revoked by the DOT, carriers must still comply with these requirements, and be aware of changes that may affect their operation.
Listed below are the former ICC regulations now administered by the Federal Motor Carrier Safety Administration. This list will help locate and monitor the redesignated regulations. The first column contains the new part number and name under the FMCSA, followed by the previous part number and name under the ICC.
