How must large quantities of flammable liquids be transferred (e.g., from tank trucks)?

OSHA requires at 1910.106(h)(4)(iii) that the transfer of large quantities of flammable liquids must be through piping by means of pumps or water displacement. Gravity flow can’t be used except as required in process equipment. The use of compressed air as a transferring medium is prohibited.
