How do I avoid double counting emissions?

Some HAPs are also criteria pollutants under the NAAQS program, (i.e., VOCs and PM). You may need to report these emissions under both programs. EPA says “double counting” is usually only a concern if your state uses your PTE to determine emission fees. Therefore, you should contact your state for help in making sure you are not “double billed.”
