Rhode Island has adopted Part 395 of the Federal Motor Carrier Safety Regulations (FMCSRs).
Part 395 applies to any self-propelled or towed motor vehicle used on a highway in intrastate and interstate commerce when the vehicle has a gross vehicle weight rating, gross combination weight rating, gross vehicle weight, or gross combination weight of 10,001 pounds or more, or is of any size transporting a placardable amount of hazardous materials.
Exception: Intrastate towing and recovery operations provided at the request of a law enforcement agency for public safety purposes are exempt from Part 395.

Rhode Island has adopted the electronic logging device (ELD) requirements in Part 395 for intrastate motor carriers and drivers.
