Hazardous waste cleanup programs - North Carolina
North Carolina (EPA Region 4) is fully authorized to implement its own Hazardous Waste Cleanup Program under the Resource Conservation and Recovery Act (RCRA). The North Carolina Department of Environmental Quality (DEQ), through its Hazardous Waste Section, administers the program on behalf of the state. The DEQ is responsible for enforcing state and incorporated federal hazardous waste laws and regulations; issuing permits; overseeing facility investigations and cleanup activities; providing regulatory guidance and training; managing recordkeeping; collecting fees from generators and treatment, storage, and disposal facilities (TSDFs); and carrying out related program functions.
The North Carolina Environmental Management Commission holds authority for adopting and amending the state’s environmental rules that govern hazardous waste management and cleanup.
