Hazardous waste cleanup programs - New York
New York (EPA Region 2) is fully authorized to implement its own Hazardous Waste Cleanup Program under the Resource Conservation and Recovery Act (RCRA). The New York State Department of Environmental Conservation (DEC) administers the state’s hazardous waste program. DEC is responsible for adopting and enforcing regulations, issuing permits, conducting inspections, overseeing investigation and cleanup activities, providing regulatory guidance, and managing related program functions. New York also has authority to establish contaminant-specific cleanup standards that are more stringent than federal requirements, such as soil standards for polychlorinated biphenyls (PCBs).
