Regulated intrastate carriers include wreckers, limo and taxi companies, and solid waste carriers. These carriers must obtain a Certificate of Convenience and Necessity before operating in West Virginia. Applications are made to the West Virginia Public Service Commission (PSC) with a non-refundable fee of $100. When the Certificate is issued, the applicant must provide proof of insurance, undergo vehicle safety inspections by PSC inspectors, and register vehicles with the Commission on a yearly basis.
Non-regulated intrastate for-hire carriers (including exempt commodity carriers) conducting intrastate transportation of property within West Virginia (West Virginia based and non-West Virginia based) must register and file proof of insurance with the PSC. Insurance must be filed with the PSC on a Form E.
Carriers must also pay a special assessment fee as set forth in the following table:

The Special Assessment Fee is payable to the Public Service Commission on or before July 1 of each year. Additional vehicles that are used, minimum fee will be of applicable above fee, plus $3.
The commission issues a uniform vehicle identification card to be displayed in the cab of each power unit operated by any motor carrier, showing the description and serial number of the vehicle for which it is issued and the number given to the vehicle by the Commission.
Insurance: Intrastate: $200,000/600,000/100,000 PL, $100,000 PD. Form E required for WV based household goods carriers, wreckers, passenger carriers, waste haulers, and all other for-hire intrastate carriers.
Notice of Cancellation (one of the following): Form BMC 35, “Notice of Cancellation Motor Carrier Policies of Insurance”; Form BMC 36, “Notice of Cancellation Motor Carrier Surety Bonds.”
West Virginia is a participating member of the Unified Carrier Registration Agreement (UCRA). Online registration and fee payment is recommended and available to all carriers at the national UCRA website at ucr.gov.
