Intrastate
For-hire intrastate carriers must have a motor carrier permit or certificate from the Oregon Department of Transportation covering the proposed operation. The requirement of a certificate or permit applies regardless of whether the vehicle is operated loaded or empty. Any person or organization engaged in transportation of property or persons for compensation is a for-hire carrier.
For-hire intrastate carriers are classified into the following categories:

1P. | Passengers in regular route full-service scheduled operations within Oregon. |
1R. | Passengers, other than regular route full service within Oregon. |
No carrier may operate in a class other than the one into which he was assigned at the time of issuance of his certificate or permit unless he secures an authorization in the form of an additional certificate or permit from the Department.
Applicants who request Class 1A and 1R permits and 1C, 1G and 1P certificates must file an application and pay an application fee of $300. Applicants for a Class 1B permit must file an application and pay an application fee of $50.
Commercial Plate: Issued to Oregon-based carriers operating only in Oregon. Carriers must obtain one-year Oregon DOT Commercial Plates at a fee of $7.50 per single plate ($10 per pair of plates) per power unit or a temporary pass not to exceed 10 days for a fee of $9 plus mileage. Plates are renewable every year.
Carriers based out of state: Applicants who request Class 1A, 1B, 1R permits, and 1C, 1G, and 1P certificates must register their assumed business name and qualify their corporation, limited liability company, or other legal entity with the Secretary of State Corporation Division, 255 Capitol Street NE, Ste.151, Salem, OR 97310-1327. The state also requires out-of-state corporations to file a one-page corporate certificate of good standing, dated within the last two years, with the MCTD.
Oregon-based corporations must also be registered with the Secretary of State.
Carriers operating intrastate (Class 1C, 1G, or 1P only) with a leased vehicle must have a lease on file, and adhere to the lease rules in Oregon.
Carriers operating interstate and intrastate (Class 1A, 1B, 1R) must carry a copy of the lease in the vehicle; the vehicle must be externally identified and registered in the name of the leasee.
Insurance: Intrastate or interstate must have $750,000 CSL. Intrastate carriers must file proof of insurance on Standard Insurance Form E. For hire intrastate carriers with 1A, 1C, 1G and 1B authority must file form H (cargo insurance) in addition to a Form E if the commodities they transport are subject to material loss or damage through normal transportation hazards.
Electronic insurance filing: Oregon accepts electronic filings of insurance Form E (liability), Form H (cargo), and Form K (cancellation). Contact the insurer for details; refer agents to the Motor Carrier Information Exchange website — www.mcinfo.org/nor/user.
Interstate
Oregon is not a participating member of the Unified Carrier Registration Agreement (UCRA); however, interstate for-hire carriers based in this state are required to select a base state according to UCR guidelines and file UCR registration. UCR registration is required even if travel occurs only in non-UCR participating states.
