Intrastate

Before beginning for-hire intrastate operations in Ohio, intrastate common carriers regardless of weight must obtain a certificate of public convenience and necessity from the Public Utilities Commission of Ohio (PUCO) and pay a yearly PUCO tax of $30 per tractor and $20 per straight truck. A PUCO Tax Receipt must be carried in each vehicle. The PUCO number (or US DOT number) must be displayed on the vehicle along with the company name. (Refer to Vehicle Marking/Identification). The certificate is issued simply by applying and meeting requirements. Legal proceedings are no longer held, except for household goods carriers and passenger carriers.

Household goods annual fees are based upon annual revenue, as follows:

Carriers transporting hazardous materials in Ohio need to register with the PUCO only if they are operating in intrastate commerce. Registration forms are available on the intrastate motor carrier and registration page at https://puco.ohio.gov/ or by calling (800) 686-PUCO (7826).

Insurance: Financial responsibility is as follows:

  • $10,000 for loss of damage to, or aggregate losses or damage of or to, household goods occurring at any one time or place.
For-hire carriers engaged in transporting:
  • Hazardous substances (49 CFR 171.8), transported in cargo tanks, portable tanks, or hopper-type vehicles with capacities in excess of 3,500 water gallons;
  • Class 1.1, 1.2, and 1.3 materials (49 CFR 173.50) in any quantity;
  • Class 2.3 Hazard Zone A materials (49 CFR 173.116) in any quantity;
  • Class 6.1 Packing Group I, Hazard Zone A materials (49 CFR 173.132 and .133) in any quantity;
  • Class 2.1 or 2.2 materials (49 CFR 173.115) in containment systems with capacities in excess of 3,500 water gallons; or
  • Highway route controlled quantities of a Class 7 material (49 CFR 173.403)
$5,000,000 public liability
For hire carriers engaged in transporting:
  • Oil listed in 49 CFR 172.101 in any quantity; or
  • Hazardous waste, hazardous materials, and hazardous substances (49 CFR 171.8) and listed in 49 CFR 172.101, in any quantity.
$1,000,000 public liability

Ohio is a participating member of the Unified Carrier Registration Agreement (UCRA). Online registration and fee payment is recommended and available to all carriers at the national UCRA website at www.ucr.in.gov.
