Intrastate
Before beginning for-hire intrastate operations in Ohio, intrastate common carriers regardless of weight must obtain a certificate of public convenience and necessity from the Public Utilities Commission of Ohio (PUCO) and pay a yearly PUCO tax of $30 per tractor and $20 per straight truck. A PUCO Tax Receipt must be carried in each vehicle. The PUCO number (or US DOT number) must be displayed on the vehicle along with the company name. (Refer to Vehicle Marking/Identification). The certificate is issued simply by applying and meeting requirements. Legal proceedings are no longer held, except for household goods carriers and passenger carriers.
Household goods annual fees are based upon annual revenue, as follows:

$150,000 or more | 300 |
Carriers transporting hazardous materials in Ohio need to register with the PUCO only if they are operating in intrastate commerce. Registration forms are available on the intrastate motor carrier and registration page at https://puco.ohio.gov/ or by calling (800) 686-PUCO (7826).

Ohio is a participating member of the Unified Carrier Registration Agreement (UCRA). Online registration and fee payment is recommended and available to all carriers at the national UCRA website at www.ucr.in.gov.
