Intrastate
Intrastate for-hire property carriers must file an application, accompanied by a USDOT conditional or satisfactory safety rating. Carriers without safety ratings must certify compliance with USDOT and NYDOT safety regulations. Applications are made to the Department of Transportation. Intrastate only vehicles are required to have a Vehicle Identification Receipt at a fee of $10 per receipt. Authority requirements apply at any weight, but a USDOT number is required for vehicles greater than 10,000 pounds. Vehicles at or below 10,000 pounds do not need to carry an identification receipt.
Household goods carriers must file an application and provide two copies to the Office of Safety and Security Services, Department of Transportation.
Insurance: $100,000/300,000 PL and $50,000 PD (excluding cargo insurance); $5,000 (for loss or damage to property being transported, each motor vehicle); $10,000 (for loss or damage to property being transported, aggregate losses or damages at any one time and place); Form E.

Interstate
New York is a participating member of the Unified Carrier Registration Agreement (UCRA). Online registration and fee payment is recommended and available to all carriers at the national UCRA website at www.ucr.in.gov.

Corporation franchise tax
Trucking corporations incorporated under the laws of a state or province other than New York are subject to the New York State Corporation Franchise Tax if doing business, employing capital, owning or leasing property or maintaining an office in New York.
