Intrastate
Intrastate household goods carriers must obtain from the Commission a certificate of public convenience and necessity. Applications are made to the New Mexico Public Regulation Commission (PRC) and applicants must pay a filing fee of $250. All commercial vehicles regardless of weight are subject to authority requirements.
All other intrastate common and contract carriers of property must apply for a “warrant” certificate, ($25 filing fee). Carriers authorized to operate solely interstate (no New Mexico intrastate operation) and registered under the UCR are not required to register for intrastate in New Mexico.
Carriers are required to file annual reports using a form provided by the PRC.
Leased vehicles operating in New Mexico are required to file a copy of the lease with the New Mexico PRC. The filing fee is $5 per vehicle.
Insurance: Household goods movers and motor carriers of property operating vehicles with a gross vehicle weight rating of 10,001 pounds or more must maintain the minimum levels of financial responsibility required by 49 CFR §387.9 The minimum level of financial responsibility covers environmental restoration, as required 49 CFR §387.301(a)(1).
Household goods movers and motor carriers of property operating vehicles with a gross vehicle weight rating of 10,000 pounds or less must maintain a combined single-limit public liability insurance policy of at least $750,000 per occurrence for bodily injury to or death of all persons injured or killed and property damage.
Motor carriers of property transporting hazardous matter in intrastate commerce in New Mexico must maintain the minimum levels of financial responsibility required by 49 CFR §387.9 for interstate commerce regardless of gross vehicle weight.
Household goods carriers must also maintain cargo insurance of $50,000 per vehicle.

New Mexico is a participating member of the Unified Carrier Registration Agreement (UCRA). Online registration and fee payment is recommended and available to all carriers at the national UCRA website at www.ucr.in.gov.
