Intrastate
All motor carriers wishing to obtain property authority are required to use the MO-1 application, including carriers wishing to transport hazardous materials or household goods. Authority requirements apply to all commercial vehicles weighing 10,001 pounds or more.
Prior to issuing intrastate property authority, the motor carrier must file proof of insurance (Form E) and pay a $10.00 per vehicle fee. If a carrier has filed and paid fees under the UCR program, the $10 charge is not applicable.
The motor carrier application is not filed with Missouri until the application is complete, proof of insurance is correctly filed, and the motor carrier has paid the proper fees.
After the Motor Carrier Services Division has filed the application the authority is granted and an order and certificate of authority is prepared and mailed to the motor carrier along with the vehicle credential (if applicable).
The Motor Carrier Services Division may recommend a denial of the authority on the basis of safety. If a denial is recommended, the motor carrier is given an opportunity for a hearing.
All carriers must display their US DOT number on the vehicle.
Insurance: Intrastate: Non-hazardous property $100,000/300,000 PL, $50,000 PD, and $2,500/5,000 cargo insurance.
All carriers must file a certificate of insurance on a Form E, or a surety bond on Form G, as required. Form H must also be provided for household goods carriers.
Interstate
Missouri is a participating member of the Unified Carrier Registration Agreement (UCRA). Online registration and fee payment is recommended and available to all carriers at the national UCRA website at www.ucr.in.gov.
