Intrastate
Household goods carriers must file an application along with a filing fee of $150 and obtain a permit before operating as an intrastate Motor Carrier of Household Goods. An annual registration fee of $75 for each vehicle registered is required.
Intrastate property carriers must register, and file proof of insurance on Form E, with the Minnesota Department of Transportation. There is no fee for the registration.
A Minnesota-only motor carrier that first registers with or receives a permit is required to participate in the Initial Motor Carrier Contact (IMCC) program. A motor carrier required to participate in the program must have in attendance at least one motor carrier official having a substantial interest or control, directly or indirectly, in or over the operations conducted or to be conducted under the carrier’s registration or permit. Carriers must participate in the program within 90 days of the service date of the order granting the permit or within 90 days of registering. Carriers are also required to provide evidence of compliance with the workers’ compensation insurance coverage requirement of Minn. Stat. Chapter 176 in order to obtain authority.
Insurance: Operating intrastate must file insurance in the amount of $100,000/300,000 PL and $50,000 PD.
Common carrier of household goods — $50,000 cargo insurance.
Petroleum carriers —
- (non-hazardous) $1,000,000 CSL.
- (hazardous) $5,000,000 CSL.
Forms E and H required.

Minnesota is a participating member of the Unified Carrier Registration Agreement (UCRA). Online registration and fee payment is recommended and available to all carriers at the national UCRA website at ucr.gov.
