Intrastate
A Certificate of Public Convenience and Necessity must be obtained from the Public Service Commission (PSC) by household goods carriers, waste carriers, passenger carriers, saltwater carriers, wreckers, and tow trucks before beginning intrastate operations. Application fees are $200 plus a $10 per-vehicle fee (if not counted under the Unified Carrier Registration [UCR]).
Carriers subject to the jurisdiction of the Public Service Commission must pay an inspection and supervision fee based upon the gross receipts from its Louisiana intrastate business. The fees are administered by the Department of Revenue and returns and payments are due by the last day of the third month following the end of the quarter. The minimum annual fee is $80 (or $20 per quarter) and is computed on the following schedule:

Carriers are also subject to the public utility license tax, assessed at two percent of the gross receipts derived from intrastate business. This tax is also administered by the Department of Revenue.
Vehicles must have a current annual intrastate stamp affixed to a current cab card. Stamp fees expire on December 31, and renewal is required with the PSC with payment of $10 fee for each vehicle. Carriers may order any number of additional stamps to meet anticipated needs.
Insurance: Intrastate: $250,000/500,000 PL and $10,000 PD; Cargo: $50,000 per truck/$100,000 per catastrophe, $5,000 surety bond; Form E and H required.

Louisiana is a participating member of the Unified Carrier Registration Agreement (UCRA). Online registration and fee payment is recommended and available to all carriers at the national UCRA website at ucr.gov.
