Intrastate
Intrastate common carriers transporting goods for hire with vehicles with a gross vehicle weight (GVW), gross vehicle weight rating (GVWR), gross combined weight (GCW), or gross combined weight rating (GCWR) of 10,001 or more pounds must obtain a Certificate of Public Service before conducting business in Kansas. Applications are made to the Kansas Corporation Commission (KCC) with a filing fee of $250 (one time fee) and a $10 per power unit fee. Applicants must attend a KCC Safety Seminar.
Renewal of per vehicle fees is required annually by December 31.
Insurance: All carriers operating in Kansas as Intrastate Common or Contract carriers, Exempt carriers or Private carriers must file or cause to be filed with the Commission a Form E (Uniform Motor Carrier Bodily Injury and Property Damage Liability Certificate of Insurance) insurance filing in the amount of $100,000/300,000 PL and $50,000 PD. Intrastate Common Carriers are also required to have cargo insurance of $3,000 filed on a Form H (Uniform Motor Carrier Cargo Certificate of Insurance).

Interstate common carriers transporting goods for-hire intrastate in Kansas require KCC authority and registration under the Unified Carrier Registration (UCR).

Kansas is a participating member of the Unified Carrier Registration Agreement (UCRA). Online registration and fee payment is recommended and available to all carriers at the national UCRA website at www.ucr.in.gov.
