Intrastate
Motor carriers of property operating intrastate within Illinois must have authority to conduct operations. Intrastate property carriers (except household goods carriers) must obtain a Public Carrier Certificate by filing an application with a $50 filing fee and proof of public liability and cargo insurance. No hearings are required. A per vehicle fee of $5 is required for a vehicle specific cab card to be carried in each vehicle. Renewal is required annually by December 31. Authority status applies at any commercial vehicle weight.
Intrastate household goods carriers must obtain a Household Goods Carrier Certificate and pay a filing fee of $900. Before authority is granted, submission of evidence and participation in formal hearings is required to prove the service is needed and that the applicant is fit, willing, and able to provide the service. A cab card is also required, at a fee of $37.50 per vehicle; each order for cab cards must be accompanied by a $15 processing fee. Cab cards are renewed annually by December 31. HHG carriers must carry in the vehicle the cab card/stamp and the HHG License (Certificate of Public Convenience and Necessity/Public Carrier Certificate) issued by the state.
Illinois also requires household goods applicants to take an open book multiple choice test on the rules and regulations governing the intrastate transportation of household goods. The following Commission documents should be reviewed prior to the test:

Tests are conducted in Springfield and Des Plaines by appointment only.
Intrastate for-hire carriers operating in Illinois are required to have a sign painted on or affixed to both sides of the vehicle, showing the trade name as it appears on the carrier’s Illinois Commerce Commission license or the carrier’s recognized logo, the license and registration number of the carrier. The license number of the carrier must be preceded by “ILL.C.C” and followed by the carrier-type designation (“C,” “P,” “CP,” “PR,” or “CPR” as appropriate) as it appears on the carrier’s license.
Intrastate household goods vehicles must have the Illinois identification number issued by the Illinois Commerce Commission (ICC#) on both sides of each vehicle. If the vehicle also operates interstate, it must display the US DOT number and the IL ICC number.
Carriers operating intrastate with a leased vehicle must have a lease on file with Illinois. The lease must be on a state form, and accompanied by a $15 (per power unit) filing fee. The state provides two approved copies, one to be carried in the power unit, and one to be retained with the company.
Insurance: Intrastate: $750,000 PL and PD; $300,000 if vehicles have a GVWR under 10,000 pounds. Cargo Insurance — $5,000 for loss or damage to cargo carried on any one motor vehicle; $10,000 for loss or damage to cargo or aggregate loss or damage to cargo occurring at any one time. Form E and H filing required, or cargo affidavit (affidavit may be filed in lieu of cargo coverage only if the carrier does not and will not transport in any vehicle cargo with a value greater than $5,000 or perform a for-hire drive-away movement of a vehicle with a value greater than $5,000).

Illinois is a participating member of the Unified Carrier Registration Agreement (UCRA). Online registration and fee payment is recommended and available to all carriers at the national UCRA website at www.ucr.in.gov.
