Intrastate
Intrastate household goods carriers must obtain a household goods carrier certificate or household goods motor contract carrier permit from the Department of Transportation. Application must be accompanied by a $177 filing fee (one-time fee). Intrastate carriers must apply between October 1 and December 31 annually. The per vehicle fee is $17.50, due on or before December 31. Orders postmarked January 1 or later, $22.50 per vehicle.
All intrastate motor carriers conducting commercial business with motor vehicles meeting any of the following criteria, are required to report insurance coverage to DMV once a year:
- A vehicle that operates in intrastate commerce (within Connecticut only) with a gross weight or gross vehicle weight rating (GVWR) or gross truck/trailer weight or gross combination weight rating of 18,001 pounds or more;
- A vehicle that operates in interstate commerce with a gross vehicle weight, or GVWR or gross truck/trailer combination weight of 10,001 pounds or more;
- A vehicle designed to transport more than 15 passengers, including the driver;
- A vehicle used in the transportation of hazardous materials in a quantity requiring HAZMAT “placarding” under the Hazardous Materials Transportation Act.
Insurance: Operating intrastate:
- Freight vehicles of 10,001 pounds or more GVWR, non-hazardous: $750,000
- Any vehicle with a seating capacity of more than 8 passengers: $1,500,000
- Any vehicle with a seating capacity of 16 passengers or more: $5,000,000
- Freight vehicles of 10,001 pounds or more GVWR, hazardous: $1,000,000 or $5,000,000 (higher liability required for certain types of hazardous material, see FMCSA requirements, 49 CFR 387.9.
Interstate
Connecticut is a participating member of the Unified Carrier Registration Agreement (UCRA). Online registration and fee payment is recommended and available to all carriers at the national UCRA website at www.ucr.in.gov.
