Intrastate
Intrastate common and contract property, household goods, and passenger carriers must secure a permit from the Highway and Transportation Department. Applications for property carriers are made to the Department with a one-time processing fee of $25 plus a $5 fee per tractor. A $50 filing fee and a public hearing are required for household goods and passenger carriers.
In addition to the application, a copy of current proof of public liability and property damage in the required amount, a full financial statement, and a copy of the latest USDOT Safety rating, or a notarized statement indicating the company’s intention to comply is required.
The state issues a receipt to be photocopied and carried in each vehicle. Renewal is required annually by December 31.
All intrastate for-hire carriers regardless of vehicle weight are required to file an Annual Ad Valorem Report.
Insurance: Intrastate: $50,000/100,000 PL, $30,000 PD. Evidence of insurance for intrastate carriers must be filed on an accord certificate indicating the limits of coverage.

Arkansas is a participating member of the Unified Carrier Registration Agreement (UCRA). Online registration and fee payment is recommended and available to all carriers at the national UCRA website at www.ucr.in.gov.
