At a minimum, four people are required: two working as a team inside the unknown or potentially IDLH (immediately dangerous to life or health) atmosphere, and two working outside this atmosphere for assistance or rescue. For more information, see 1910.120(q)(3), the Incident Command System (ICS) discussion in Appendix C to 1910.120, and Section XI.D. of CPL 02-02-073.
