Exempt carrier authority - Rhode Island
Intrastate
The following types of carriers are not required to obtain intrastate operating authority in Rhode Island:
- Motor vehicles while engaged exclusively in the delivery of United States mail;
- Motor vehicles owned and operated by the government of the United States;
- Motor vehicles owned and operated by a cooperative group and used exclusively for the transportation of the property of the cooperative group or its members;
- Motor vehicles used exclusively in the transportation of agricultural commodities or horticultural commodities or products from a farm, or farm supplies to a farm;
- Motor vehicles engaged in the plowing or removal of snow from the publicly used highways within this state;
- Motor vehicles engaged in the transportation of garbage, ashes, and debris removed from private dwellings, commercial, and industrial establishments;
- Motor vehicles engaged exclusively in transporting newspapers.
Insurance: Operating intrastate must have $250,000/500,000 PL and $25,000 PD (plus insurance filing fee of $10). Cargo insurance of $25,000 required for intrastate carriers. Intrastate carriers must file Form E and Form H.
Interstate
Rhode Island is a participating member of the Unified Carrier Registration Agreement (UCRA). Online registration and fee payment is recommended and available to all carriers at the national UCRA website at www.ucr.in.gov.
