Intrastate
Intrastate common carriers transporting goods for hire must obtain a Certificate of Public Service (General Commodities) or Certificate of Convenience and Necessity (Household Goods or Passengers) from the Kansas Corporation Commission (KCC) before conducting business in Kansas.
Exceptions to the requirement for KCC authority include, but are not limited to:
- Persons operating motor vehicles used only to transport grain from the producer to an elevator or other place for storage or sale for a distance not to exceed 50 miles;
- Motor vehicles used to transport water for domestic purposes or livestock consumption;
- Transportation of sand, gravel, slag stone, limestone, crushed stone, cinders, calcium chloride, bituminous or concrete mixtures, blacktop, dirt or fill material to a construction site, highway maintenance, or construction project or other storage facility, and the operation of ready-mix concrete trucks in transportation of ready-mix concrete;
- Transportation of animal dung to be used as fertilizer;
- Operation of ground water drilling rigs;
- Transportation of cotton modules from the field to the gin; and
- Transportation of custom-harvested silage, including but not limited to, corn, wheat, and milo.
Applications are made to the Corporation Commission with a filing fee of $250 (one time fee) and a $10 per power unit fee for wholly intrastate motor carriers. Applicants must attend a KCC Safety Seminar as part of the application process.
Renewal of per vehicle fees is required annually by December 31.
Insurance: All carriers operating in Kansas as Intrastate Common carriers or Private carriers must file with the Commission a Form E (Uniform Motor Carrier Bodily Injury and Property Damage Liability Certificate of Insurance) insurance filing in the amount of $100,000/300,000 PL and $50,000 PD. Intrastate Common Carriers are also required to have cargo insurance of $3,000 filed on a Form H (Uniform Motor Carrier Cargo Certificate of Insurance).
Interstate and intrastate
Interstate carriers operating for-hire intrastate in Kansas require KCC authority (unless exempted by Kansas rules) and registration with the Unified Carrier Registration (UCR). Contact the KCC for further details on possible exemptions.

Kansas is a participating member of the Unified Carrier Registration Agreement (UCRA). Online registration and fee payment is recommended and available to all carriers at the national UCRA website at ucr.gov.
