Intrastate
Intrastate carriers hauling exempt commodities are generally not subject to the jurisdiction of the Alabama Public Service Commission (PSC). However, there are some commodities exempt under the FMCSA that are not exempt under ruling of the Alabama PSC. If intrastate carriers haul FMCSA exempt commodities which are not exempt under the Alabama PSC, those carriers are treated as interstate exempt carriers under Public Law 89-170 as below.
Interstate exempt carriers should verify product requirements with the Alabama PSC. If registration is required, carriers must file an application for a certificate or permit with the required attachments and a $25 filing fee. Forms E and H must be submitted by the insurance company.
The following commodities are exempt from all provisions of the Alabama Motor Carrier Act of 1939, as amended, and rules and regulations of the Commission whether intrastate or interstate.

Poles (not treated) | Any other agricultural commodity, but not manufactured products thereof |

Livestock Haulers Permit: Alabama requires anyone transporting livestock for resale, market, or slaughter on any public road or highway in Alabama to obtain a Livestock Hauler (Dealers) Permit at an annual fee of $30 per vehicle. Alabama issues a permit plate for identification of each vehicle. Contact the Alabama Department of Agriculture & Industries.
Insurance: Alabama exempt — no requirements.
Interstate
Alabama is a participating member of the Unified Carrier Registration Agreement (UCRA). Online registration and fee payment is recommended and available to all carriers at the national UCRA website at www.ucr.in.gov.
