Throughout the Hazardous Materials Regulations (HMR) there are exceptions to the regulations. These exceptions provide relief from requirements in the regulations.
Scope
Exceptions apply to shippers and carriers that meet specific requirements of the exception. Each exception is different, users need to ensure they read and understand the requirements for the exception they use.

Key definitions
- Material of trade (MOT): A hazardous material that is carried on a motor vehicle:
- For the purpose of protecting the health and safety of the motor vehicle operator or passengers (such as insect repellent or self-contained breathing apparatus);
- For the purpose of supporting the operation or maintenance of a motor vehicle, including its auxiliary equipment (such as a spare battery, gasoline, or engine starting fluid); or
- By a private motor carrier (including vehicles operated by a rail carrier) in direct support of a principal business that is other than transportation by motor vehicle (such as lawn care, plumbing, welding, or painting operations).
- Non-bulk packaging: A packaging which has:
- A maximum capacity of 450 L (119 gallons) or less as a receptacle for a liquid,
- A maximum net mass of 400 kg (882 pounds) or less and a maximum capacity of 450 L (119 gallons) or less as a receptacle for a solid,
- A water capacity of 454 kg (1000 pounds) or less as a receptacle for a gas, or
- Regardless of the definition of bulk packaging, a maximum net mass of 400 kg (882 pounds) or less for a bag or a box conforming to the applicable requirements for specification packagings, including the maximum net mass limitations, provided in Subpart L of Part 178.
Summary of requirements
In many situations, the relief is authorized only if you meet specific requirements listed for the exception. Anyone can use these exceptions, provided all requirements for the exception are met.
Some examples of exceptions include:
- Marine pollutant markings,
- Placarding exception for non-bulk packages of Table 2 materials in quantities of 1,001 pounds or less,
- Materials of trade (MOT),
- Combustible liquids in non-bulk packaging, and
- Limited quantities 173.150 to 173.156.
