Vermont has adopted Part 391 of the Federal Motor Carrier Safety Regulations (FMCSRs), with the exception of 391.11(b)(1).
Part 391 applies to vehicles operating intrastate with a gross vehicle weight or gross combination weight rating of 26,001 or more pounds, or transporting hazardous materials requiring placarding.
