Utah has adopted Part 391 of the Federal Motor Carrier Safety Regulations (FMCSRs), as amended through June 22, 2023, with the exception of 391.11(b)(1) and 391.49.
Utah has adopted Part 380 (Special Training Requirements) of the Federal Regulations. Intrastate trucking operations in which carriers operate double trailer combinations only are not required to comply with 380.203(a)(2).
Part 391 applies to an intrastate commercial vehicle:
- With a gross vehicle weight rating (GVWR), gross vehicle weight (GVW), gross combination weight rating (GCWR), or gross combination weight (GCW) of 26,001 or more pounds and is operated by an individual who is 18 years old or older;
- With a GVWR or GCWR of 16,001 or more pounds if the vehicle is operated by an individual under 18-years old; or
- Used to transport placardable hazardous materials.
Part 380 applies to drivers who possess a commercial driver’s license (CDL).
