Delaware has adopted Part 391 of the Federal Motor Carrier Safety Regulations (FMCSRs), with future amendments, with the exception of 391.11(b)(1).
Part 391 applies to a single vehicle or a vehicle in combination operated in intrastate commerce with a gross vehicle weight rating or gross vehicle weight over 26,000 pounds, and any size vehicle hauling hazardous materials requiring placards.

| Driving Records | A "Personal Information Release Form" (Form MV-703), must be filled out. Form MV-703 may be obtained at: https://tinyurl.com/DrivingRecordDE1. If the requester will be making requests on a frequent basis or if they are requesting a number of records, the requester can establish an access account via the Delaware Division of Motor Vehicles' Direct Access Program. A completed application and signed contract is required prior to access being granted. The fee is $25.00 per record |
