Yes. OSHA does require that you keep walking-working surfaces clear of snow and ice, which includes parking lots and emergency egress paths as seen in the standards below. Employees need to be able to get into the building and leave at the end of the day safely. In the event that there is an emergency evacuation, employees need to be able to get to safety as quickly as possible. Snow and ice can impede that process and cause multiple injuries such as broken tail bones or ankles.
1910.22(a)(3) Walking-working surfaces are maintained free of hazards such as sharp or protruding objects, loose boards, corrosion, leaks, spills, snow, and ice.
1910.22(c) Access and egress. The employer must provide, and ensure each employee uses, a safe means of access and egress to and from walking-working surfaces.
